| It is nearly impossible to obtain concrete data on Medicaid-abortion expenditures. However, figures from the New York State Division of the Budget allow for very rough calculations on what the Giuliani Administration may have spent on taxpayer-funded abortions. A state-government source informs me that abortions performed in outpatient settings (such as hospitals) are reimbursed at $108; those conducted at free-standing facilities (e.g. Planned Parenthood clinics and women’s health centers) are reimbursed at $110. | ||||||
| Under the 1976 Hyde Amendment, the federal government funds virtually no abortions. New York State pays 75 percent of the cost for each Medicaid abortion, while New York City covers the 25 percent balance. | ||||||
| Assuming a $109 average cost per abortion, NYC's 25 percent share in 2007 is $27.25. Because this amount may have been lower under Giuliani, these data probably represent the maximum his administration would have spent on abortion. Multiplying this $27.25 average reimbursement rate times the number of abortions performed in New York City shows that abortion funding fell from an estimated $1,226,414 in 1993 to $946,175 in 2001, a 22.85 percent decline. | ||||||
